Ebay: a seller asks the buyer to pay 4% commission if he uses Paypal to pay for the item?

Is the customer forced to accept this notice in the description. Isn’t there a Ebay rule or policy that tells the seller to add this 4% immediatly on the auction price. Now the seller is asking me to make a second payment 4% worth de price of the item to pay for the Paypal seller’s commission he had to pay for.
