How to open my store on EBAY?

I’m trying to open a store but it’s not seem to be working.
I have accumulated 8 positive feedbacks. What are the conditions, I seem to be missing something.
I have my business number and Tax paper in my hand if ebay needs em.
Any wise ebayer out there can help me out?
